Garage Owner's Liability in the Event of Car Theft

We have placed a car at a garage to store and/or sell and the car was therefore suspended. In the end the car was stolen from the garage together with the car key and the garage owner thinks that he cannot be held liable and he also says that he does not have theft insurance while I was not aware of that and the only thing that was stolen from the garage is only our car and I think it happened from the inside. I want to hold them liable because I think that they are liable for everything. What should I do and which agency can help us with this problem?Lawyer
