VvE Liability: Follow Steps if No Response

Due to damage to my kitchen (by drain water) I have held VvE liable for the damage suffered by means of a registered letter. However, I have not received any response from VvE to my letter. What is a logical next step? Send another letter stating that if there is no response, legal action will be taken?
