Choosing a VvE manager: important to know

Ir/Madam, The consultancy firm that manages our VvE affairs will soon be closing down. Now we, as owners, are looking for a new manager for these VvE matters. We, as residents, have now planned a meeting in which various quotes will be discussed. - My 1st question is what percentage of the owners (of the 15 apartments) must be present? - My second question is what percentage of the votes do we need to have to be able to choose a particular administrator and is this legally valid? It is often also stated what the ratio of the owners present is and what ratio (quorum) is valid when taking decisions that are legally valid. It is possible for an owner to have multiple votes.
