Liability for damage in new-build homes

An acquaintance has laid vinyl in the attic of our new house and cut into the water pipe. He decided not to say this but to turn off the water tap and leave after he was paid for his black work (a lot of costs with a new house, hence this job not done white - even though he has his own company). The next day, independently of the above, the last layer of cast floor was laid on the ground floor and upon inspection it turned out that water had been leaking onto this layer all night (the man who laid the cast floor needed water so he had opened the pipe). So this has to be done again. The man from the vinyl does not respond to messages and phone calls, we want to move into our new house as soon as possible but we do not know whether we can hold this man liable.
