Water Board Tax Assessment: Is It Legally Valid?

It states that they received a seizure order via the Amsterdam, Gooi and Vecht Water Board concerning the tax type water board tax for the year 2014. However, I never lived or was registered in the municipality of Amsterdam in 2014. In July 2016 I moved and am registered in Amsterdam. The letter requests payment of the amount due of EUR 55.43 within 7 days of the date. Is this assessment legally valid, since I have been paying all municipal taxes properly since 2016? Is it a bona fide company -> not a ghost invoice? -> if so, do nothing. If it is a real company/invoice -> write a letter (keep a copy) stating that you did not live there in 2014 and therefore you do not owe anything.
