Help with noise pollution from upstairs neighbors

The upstairs neighbors who have lived there since February 2017 have had a bare floor to date. In other words, no carpeting at all. I have reported this verbally and in writing to the neighbors and the housing association. The latter says they are having discussions with them. So far, nothing has been achieved! How can I further tackle housing construction here?

You must give the housing association written notice of default to resolve the problem regarding noise pollution, failing which you will either demand a rent reduction or, in the worst case, suspend the rent payment.
