I have been working for my boss for 9 years. Can the employer offset my possibly insufficiently worked hours with my vacation days?

If you work too few hours because your employer has no work for you, then this may not be offset against vacation. That is the employer's risk. If you want to work less yourself, then of course this may be charged to the vacation credit.
