Legal advice for AOW care relationships

The SVB allowed me to live with a good friend as a care relationship. This was granted without our AOW being reduced. There was a very extensive investigation into whether we could qualify for this. We received permission for this in writing. After 4 weeks, this was reversed because it turned out that this decision was against the legal rules. Can this just be reversed?
