Hotel Chargebacks: What to Do?

Last weekend we stayed in a hotel. Due to medical circumstances we had to return home after one night (we had booked 2). Everything was already paid. We paid for 2 nights, as well as tourist tax and 2 parking fees of 12.50 per day. The owner of the hotel sees no reason to offer us the night we were unable to spend. My question: what are the options to get back the parking fee and the overpaid tourist tax?
