Help with Min Hours and Labor Law

I am a job coach for a young lady with an intellectual disability who works in contract catering at a ROC. Two years ago she built up 200 minutes. I don't know how because I wasn't there at the time. Last school year we did and we also asked about those hours and how that should be solved. The then location manager would constantly come back to that which didn't happen. Now with the new school year there is a new location manager and he now wants her to work more hours to make up for those 200 minutes. I understand that in itself but I wonder how much later the employee may still be asked to make up for the hours. Thanks in advance for any useful responses.

The question of how the minus hours arose is relevant. Did the employer schedule her too little (e.g. because there was no work) -> entrepreneurial risk -> is for the account and risk of the employer. If she had not responded to all calls, then the case would be different. When she stops working: 1. the employer offsets those hours -> not allowed; 2. the employer demands back wages -> most subdistrict court judges are not keen on that. It is also important whether the person in question had a curator/administrator at the time? If so, was this person involved in the case? I advise you to contact the employer -> if no reasonable solution is found, contact a specialized employment law attorney as soon as possible.
