In August I bought a bag from a webshop, it was delivered neatly and the invoice was received and paid. Now on October 1 I received a reminder that the amount was too low and that I still have to pay € 95. I do not agree with this, am I within my rights not to pay this?

If it is established that you (based on the invoice) have only paid part of the agreed purchase price, then if necessary, if you wish to defend yourself against the 'additional assessment', you will have to state/prove that you could have assumed that you would not have to pay the remaining purchase price if you paid the invoice (on time).
