Liability for damage to mobile phones at school

At school, students are required by teachers to hang their mobile phones in a special phone bag (telefoon-tas.nl) that hangs on the blackboard with iron hooks. The phone bag was proposed by the school management and was made available to teachers by the school. However, the student council has questions about this rule. If a phone falls out of the bag or if the entire bag falls to the ground, is the school then liable for the damage to the phone because the student and owner of the device was required to hang/store the phone in this way?

If the rule was introduced by the school, the damage caused must also be compensated by the school. After all, there could also be other alternatives to store the mobile phones and you had no say in that. The school is thereby violating its duty of care. If there is damage, you can hold the school liable.
