I live in a 70s apartment with neighbors above me who bother me a lot, mainly because of walking noises. I reported it to the housing association and they sent an expert to my upstairs neighbors to look at their floor because the neighbors said that they did not have a subfloor under their floor. My neighbors did not grant this expert access because they did not like the best man. I am told by the housing association that there is no need for a subfloor under tarpaulin. The caretaker has noticed that there is tarpaulin at their place but he says he is not skilled enough to determine this.
