Wage Claim at Payroll Company: Important Information

Through a payroll company I have been working for a hiring company for a few months; I was approached for this job by a recruitment agency: so there are 4 parties. The employment contract states that salary payment by the payroll company will only take place after the actual hours worked, entered in the timesheet system of the recruitment agency, have been approved by the hiring company. On the last working day of the month the entered hours must be submitted for approval, the recruitment agency only allows monthly entry, the payroll company only wants to use the white table for weekly wages for payroll tax purposes. On 31-8 I submitted the hours for approval. The manager is on holiday for the coming weeks and is the only one who is approached by the recruitment agency by email to approve hours. I informed both the payroll company and the recruitment agency of this and said that prior to signing the contract I had requested to add a second person from the hiring company to approve the hours, but this appears to have been neglected. I was asked who has access to the manager's mailbox to approve my hours. I said that the management assistants have access but are not allowed to do so. I then gave the name of the head of HR but this has not yet been picked up. The NBBU CAO applies to the contract: when can I claim wages: after the 3rd working day after 31-8 or after the 3rd working day after 30-9?
