Legal assistance with admission problems for vocational education

hi, I registered at a vocational school, I had an intake test and interview and later received the letter stating that I had been admitted to the course. This also stated which books I had to order and what my introduction days were. However, I have to start my training next week and they sent me a letter 2 days ago saying that I had not been accepted for the training. I called the school and the system says I was rejected and that they can't do anything about it and that they will refund my money. After a lot of calling and nagging I only got an appointment with a career counselor my question is: is the 1st letter binding? and how can i hold them to it? MvGLawyer

I also need the last letter stating that you were not admitted after all.
