Rental Agreement and Deposit Information

My daughter wants to live with her boyfriend in a rental house in the private sector. In the rental contract, they are both listed as tenants. Because they do not meet the income requirement, a surety or guarantee is requested. In the draft of the surety agreement, a maximum amount of the surety of 5 years' rent is now stated. That seems quite high to me, a maximum of 12x the monthly rent would seem reasonable to me. What is common in this situation?
