Hello. I have a shop. 2 to 3 steps from my shop is a parking lot. During the holiday period there is a fair once a week. In the past we always had a stall in front of the door on that parking lot. Because it is so close to the shop, it also closes the shop. Especially in bad weather when a tarpaulin has to be put up behind the stall because of strong wind or rain. In the early years, sales were reasonably good at the stall, but we saw this decline over the years. That is why we decided to keep the place free for the shop so that we were more visible and more people came into the shop. Also, due to illness and death, I lost the extra hands of family who looked after the stall because I do it alone. So I can't do the stall and the shop alone now. Staff is too expensive for me. After a few years, a new organization also came along that organizes the fair. They would prefer to place someone else's stall in front of my door. At the other shops in the city centre there is a fixed walking route between the stall and the shop, a wide pavement. In our case, the walking path during the fair is the road that runs in front of the stall. This makes it extra closed off. Is the organisation allowed to place someone else's stall in front of my door? And are they allowed to charge money for the spot if I don't want anyone there? I hope that explains it a bit clearly. Kind regards from an entrepreneur.Lawyer
In principle, the organization may set up a stall in front of your shop. If your shop is closed off by the stall, that is a reason to make an exception for you. The municipal regulations are decisive for what is allowed. To answer your question, the municipality where you live is needed.
