Solving salary problems? Free advice!

Ir/Madam, A few months ago I received an email from my boss stating that I would receive a salary increase, including a certain amount. However, I now receive less than was confirmed in writing. I have requested this to be rectified, but I have not received a response. Since this is already the second time, I wonder what can be done about this.
