we have accepted a quote for a sanding job of our wooden floor by email. now we want to have telephone contact about this, but the telephone numbers no longer work, also when you open the website you get the message that it is under construction. This makes me doubt whether my food will be done by them. Can I possibly find another company and do business with them or do I have to pay them something? I have not paid them anything yet. Or can I just cancel it by email because they are not reachable?

In principle, an agreement may not simply be cancelled. Have you received general terms and conditions? I advise you to inform them by email that they are not reachable by phone and that the web is not online and that you are renouncing. You will hear the response then. Depending on that, you may or may not take action. I also advise you not to pay an amount in advance.
