University Liability: What to Do?

Can a university be held liable for the following? - Working groups with an unqualified 'teacher' who has to lead 'discussions'. (Usually recently graduated criminal law students who then have to maintain the discussion on the basis of summaries of, for example, a subject they do not know, such as commercial law) - Working groups consisting of fellow students reading summaries printed from the internet (this concerns PGO education) - No publication of syllabus/summaries of courses while more than 50 articles should be known (of at least 10 pages on average) - Workgroups where essay writing is practiced but teachers do not give feedback. Instead, the assignment is that students assess each other which is not done seriously so that feedback is of no use. - In short: Where, apart from the lecture, there is no education at all, but rather compulsory attendance because it is necessary? This is important because my university only allows 2 resits per year, and due to incorrect corrections in a number of exams (which are not taken action despite complaints and reports) and incorrectly formulated exam questions, the number of resits quickly adds up.

Whether the university complies with the rules (sufficiently) must be investigated. The same applies to the law that applies, which depends on the type of education (regular or special, private). That determines which rules must/can be tested.
