If you are insured for liability, I advise you to report the damage there. They will then handle it for you. In the Netherlands, the owner of an animal is in principle liable for the damage. You indicate that the dog walking service has excluded liability. However, that does not apply if there is a serious error on the part of the dog walking service. I wonder whether the dog walking service was not at the very least negligent because your dog was apparently not on a leash and the dog walking service could therefore not keep your dog under control.
