School liability for telephone damage

Today my 13 year old daughter had a test at school. At the instruction of the teacher the students had to put their phones in their bags and put the bags at the front of the class. After the lesson, my daughter's phone was broken. Someone had probably stepped on her bag while packing his or her own bag. In my opinion, the teacher (the school) is responsible for my daughter's damage, because she was not allowed to keep her phone with her (in her bag), but was forced to put her things somewhere else.
