Shoplifting: Need Legal Advice?

On September 2, I was suspected of a criminal offense, shoplifting. I was heard as a suspect in the investigation that was initiated following this case. The police then submitted the case to the Public Prosecution Service. After studying the case, the following decision was made: The case against you will be dropped, so you will not be prosecuted further for this offense. Grounds for dismissal: insufficient evidence(02) Explanation: The police investigation has shown that there is not enough (legal and convincing) evidence to start a criminal case against you. Therefore, there will be no criminal case against you. Now the next thing, I did receive a letter from the Foundation for Settling Shoplifters, stating that I have to pay 181 euros in damages because, according to them, I was caught red-handed shoplifting.
