Adjusting the child's place of residence and stay

My 15 year old daughter lived with her father until the end of April, on paper her place of residence is with her father, with a contact arrangement of every other weekend and half of the holidays with me (mother). However, at the end of April my daughter came to live with me in Arnhem and indicated that she wanted to continue living here, Now I want to change my place of residence and domicile, but how do I arrange that? My daughter's father is in prison in Belgium and knows that my daughter lives here and agrees with it. is a lawyer needed to arrange this?
