I received an annual statement from my landlord regarding the district heating in my home. Now I should get money back for usage, but because of 'other costs' I have to pay extra. other costs are specified as: maintenance of heating units breakdown costs replace parts rent gas meter. first of all we don't have a gas meter so why is this being charged? and my rental agreement states the following: 6.1 The additional deliveries and services to be provided by or on behalf of the lessor for the lessee are: - cleaning common areas - replacing lamps in the common areas - water and electricity use for common areas - glass insurance premium for common areas - service contract for the central heating system - maintenance of parking spaces - service contract for the elevator installation - administration costs (5%) as well as VAT on the above-mentioned deliveries and services. Now I don't quite understand what the first sentence exactly means, the additional supplies and services to be provided by or on behalf of the landlord for the tenant. Does this mean that these costs and therefore also the costs that are now being recovered from me will be borne by the landlord? I hope it's a bit clear despite the long story.
