Work shoes mandatory? Discover your rights!

I work in a warehouse, recently the employer required us to wear work shoes. We do not have a collective labor agreement but we do have a blue booklet containing all the company rules. It states that work shoes must be worn in the production area. My question is: 'does this also apply to office staff and the manager?' It seems logical to me that this applies to everyone who walks around in the production environment, otherwise I do not see the point of wearing those work shoes. But neither the manager nor the office staff wear work shoes. Is my employer now in violation?
