I own an apartment and am therefore also a member of the associated homeowners' association. I have rented out my apartment. The homeowners' association has instructed a plumbing company to enter my apartment, break up the kitchen wall to repair a leaking connection of a pipe. All this without consultation and/or permission from my side. 2 months later I receive an invoice to pay 1500 euros for work that I knew nothing about and was also not given the opportunity to carry out the repair myself. This is not right, is it?

That is indeed not correct. It may be that the VvE has acted due to urgent interest to limit the damage, but then they must compensate your damage.
