Municipal liability: step-by-step plan for compensation

I fell with my bike in my hand on an unmarked dangerous sidewalk/parking lot and I want to recover this from the municipality. I have been injured for 4 months with a double torn mincus and a torn cruciate ligament!!! I would like to hear what steps I should take against the municipality, I have photos everywhere and it is clear that this is very dangerous!!!
