VVE and Debt Collection: Get Payment from Defaulters

As chairman of a relatively small VVE I have the problem that in terms of apartment owners we can get along quite well, they pay properly etc. But the shop owner has not paid for reservations since 2008, but has been making all kinds of demands since last year. But as soon as we want to see money we get bogged down in demands and papers that we have to submit. The shop is a 50% share of the VVE, and the condition of the building is worrying. Every form of contact has always been such that when we thought we were making progress it was cut off by an organizational change of contact person on the shop side. Which means the whole game starts all over again. Bottom line, as far as I know they are legally obliged to participate in VVE, and I want to force them to do so. Where do I start?Lawyer
The shop owner is obliged to contribute to the reserves for (major) maintenance. If he fails to do so, you can start a collection procedure against the shop owner to collect his contributions.
