Hold contractor liable? Get free advice!

My house was renovated in 2011/2012 by the previous occupant. A (main) contractor was used for this who carried out the job (largely) illegally. Subcontractors were used for this, of which it is not known whether or not they worked illegally. Part of the renovation involved exterior plasterwork. Last year I had to have an emergency repair done to the chimney because the plasterwork including corner profiles was coming off. This was done by the same contractor/subcontractor, who did not deny having done the original work. They also showed that they saw these problems coming because there was no cap on the chimney and therefore the chimney could 'rain in' which causes cracks in the plasterwork, causing some things to come off. Now, however, the plaster is starting to come loose in several other places. This is not only around the chimney but also on the other side of the house (back of the garage) and almost all around the house at mowing height. In my opinion this is the result of several wrong choices when carrying out the renovation. (construction errors, rising damp etc.). According to the plasterer, these problems were predicted. I have already contacted a consultancy firm for a damage report / repair advice. My question Can the contractor be held liable in this case? Even if this was done illegally. He did provide a paid service, and his expertise should have led him to pick up certain things differently?
