Poker tournament legislation in the Netherlands

We are a group of students from Arnhem. For our education we are working on a documentary about organizing poker tournaments in bars and cafes. It is rather vague to us how the legislation is regarding this subject. Because according to the law it is illegal to organize poker tournaments yourself, yet this is done a lot in the Netherlands and the justice department does almost nothing about it. It is tolerated, so to speak. In this way, we are looking for lawyers who can point me to articles of law that deal with this and who can provide us with more clarity on this matter.
