Liability of budget managers: Questions and Advice

A friend of mine appears to have gotten into serious trouble due to a (court-incompetent) budget manager. This person neglected to make payments and failed to meet agreements with creditors. Income was more than enough to make arrangements, as these had already been made on the basis of that income. This person also neglected to pay her rent, which is why she is now in arrears. This person has many more financial lapses to his name, but our question is how we can hold this person/case liable and if that is even possible.

Unfortunately, this is a problem that occurs regularly, and I see it a lot in my practice. I advise her to at least hire a lawyer/attorney who can advise and assist her in this situation and ensure that a new trajectory is set up, and at the same time to start an investigation into the budget manager/trustee and hold him liable.
