Forgery is punishable, unreliability in writing is not a legal term, so I don't know what to understand by that. If an unlawful government act results from an administrative decision, the General Administrative Law Act applies and you can follow the path of objection and possible appeal. If it results from a factual act, the conditions of article 6:162 BW apply and the conditions of that article and article 6:163 BW must be met.
