IN all cases, growing is prohibited. Except for a few plants for personal use. However, it is true. Who can be prosecuted depends on a number of situations and is therefore difficult to say and will actually differ per situation. However, if it is grown commercially and there are multiple people involved, all persons involved can be prosecuted.
