Can a Housing Corporation refuse a home offered by WoningNet if it cannot provide an IBRI or IB60 form, because the Tax Authorities are still processing the assessments? (Other supporting documents, such as income proof and accountant's returns, have been submitted.) The Decree on Admitted Housing Institutions 2015 states that Assessment Scheme B must be followed in the above cases. Is it an obligation or a voluntary choice of the Housing Corporation to follow Assessment Scheme B in the above situation?

If the tax authorities are still processing returns, this is not your fault and the landlord should not be difficult about an older income statement. They really want the most recent known data for admission and can set their own conditions in this, and therefore exclude this. However, in your case an exception should be made since it is not your fault.
