We live in a hilly area. Our plot is lower than the plot of our neighbours. Traditionally, there has been a ground retaining wall between the neighbours and our plot. This ground retaining wall is now starting to subside and is in very poor condition. Who is now responsible for repairing the ground retaining wall?
