My husband was a passenger and when he got out, the door hit the stationary car next to him. He reported this properly and so there was damage. We thought that this was our liability, but the insurance says no, that this is for the owner of the car's costs. How does this work?

It depends on what coverage you have. With all-risk, the damage is usually covered and with WA it is not. In some cases, there is a clause that the coverage applies while participating in traffic. Now that you came to a standstill with the car and the damage subsequently occurred, no coverage can apply. This must be determined from the conditions.
