Liability after injury: Your rights

I hope you can help me with the following: two acquaintances of mine had a fight (an argument unfortunately got out of hand). Now one of the two tore a tendon in her thumb during the fight. She went to the doctor and has to undergo surgery. She is now at home and cannot work because she cannot use her hand. Now she wants to hold the other person liable, because it is possible that she is partially permanently disabled. My questions now are: who is liable in this matter and can you hold the other party liable for this?

In this case, the perpetrator is liable for the damage they caused and they must also pay for it. The insurance will certainly try to recover this from the perpetrator.
