Housing rent and safety: Your rights

Through a house exchange I am currently renting a house from the housing association. I took over the house in the state it was left by the previous residents. However, the installed electricity by the previous residents turned out to be unsafe, this electricity cannot be repaired because it is hidden behind plastic cladding. I have never been able to detect these defects because they are hidden. After being sent from pillar to post for 8 months, the housing association stated that they would not fix this problem (after I had previously been verbally promised that everything would be repaired), I have to pay the costs myself because I took over the house. Now my question was, should a housing association not transfer a house safely regardless of whether an exchange takes place or not? Is there a possibility to submit the repair and any costs to the association?

The question is how serious the safety defects are and how extensive the costs of repair are. If the electrical situation is downright dangerous and entails significant repair costs, there is a 'defect'. The law stipulates that the landlord must remedy this type of defect. Regarding the house swap: I understand that you have moved into a new home, but that you continue to rent from the same landlord. If that is the case, the house swap does not matter and the landlord must resolve the defect.
