Advice on alcohol lock and legal assistance

Ls, I have a question regarding the alcohol lock. My daughter has been given an alcohol lock. She has also been given a fine/community service (already completed) for driving under the influence. The first costs of approx. €450,-- have already been paid to the CBR. However, the program has now been frozen. Should she still have it installed or is it better to wait. She cannot pay the costs (student) and will therefore be at our expense. I am not against an alcohol lock, but the costs are very high (unaffordable for people with a low income).

Thanks for the answer. My daughter will look for someone for advice/legal assistance. But since she lives in The Hague it is more convenient to look for someone in that region.
