What to do in case of salary increase problems?

Dear, In December 2013 I started working as a sales assistant at a bakery. In principle I receive a salary according to the CAO bakery business. This means that I have received the minimum wage up to now. After a year of service, I have not received a pay rise. I have looked at the CAO and read that I am entitled to this annually and then every new year in January. I have approached my boss about this, but I have been waiting for the salary increase for three months now. I have reminded him of my request several times, but no response has been forthcoming. What can be my next step? And, am I even within my rights to 'claim' the legally established wage increase? Kind regards
