I have a simple question when a roof tile or piece of wood blows off a roof and falls on someone else's car during a storm, who is liable, the tenant or the owner of the property. Thank you in advance,

Both of these can be held liable; the issue is on which title one is being held liable, as a building owner (property holder) or a person who, despite certain knowledge (for example, that a piece of wood is on the roof or that tiles are loose), does not take timely action by issuing a warning or by failing to take the required action.
