Self-employment and volunteer work: advice

LS, I have my own company and work as an independent in employment mediation, where I mediate ICT personnel for permanent jobs. Because I do not have time for certain tasks, I have been looking for people who can take that over from me (think especially of searching for candidates via the internet). Now I came across someone through my network who seems to like doing this for me, but on a voluntary basis (I can't pay him yet). However, the best man is currently receiving benefits and we are afraid that if he starts working for me voluntarily, the UWV will withdraw his benefits and I might get a fine?? After all, he works for me, albeit on a voluntary basis. In any case, it is a matter of trying it out since he has no experience with this kind of work yet. Now my question is, can this just happen or should I offer him a (volunteer) contract and how does this work? Won't we get into trouble for this? Yours sincerely, R.
