Liability for damage to real estate

I am the owner of a home obtained through inheritance from my deceased sister, charged with the right of use by partner. The will stipulated that the user must insure the property. During a vacation of more than half a year, a burglary takes place. The policy conditions of the insurance state that there is limited coverage during an absence of more than two months. Damage due to broken glass and vandalism are excluded. Partner was informed of this by me in advance. My question is who is liable for the damage to the building? Partner who has the obligation to insure it or me as the owner?Lawyer
