The board of the foundation is obliged to act in accordance with the foundation's objective. If they have promised to transfer the money that is left to other foundations, then they must do so. The problem is that there is nothing in the statutes that states that the board is only accountable to itself and they are therefore not obliged to account to those who have donated money. But of course you can always ask the board what happened to the remaining money.

This is possible if the articles of association include an amendment option or if the court amends the articles of association at the request of a founder, the board or the public prosecutor.
