Many were almost loose from each other. and the subframe was ground away in the middle, which made the entire frame unstable and according to the dealer, nothing may be changed on the frame and if I get a technical inspection, the registration papers would be confiscated 100%. What can I recover from the previous owner? because according to the dealer the motorcycle is no longer allowed on the road due to an unstable subframe

Because you purchased from a private individual, you do not have the same rights as a consumer who purchases from a dealer. You can try to get redress from the seller of the motorcycle and have the purchase cancelled because that person gave you incorrect information and with the correct information you probably would not have bought the motorcycle.
