Liability on study trips: What do you need to know?

Hello, As a study association, we organize a study trip abroad for our members. However, we wonder to what extent the association is liable in case of problems. In principle, we as an association arrange/book everything ourselves. Is it necessary for an association to take out travel/cancellation/liability insurance? If you organise outings for your members on more than a non-incidental basis, you are a 'tour operator' within the meaning of the law and are liable for compliance with your obligations under the travel agreement, and for any damage or injury that may occur.
