You must insure every license plate (of a registered motor vehicle such as a passenger car or moped) that you have registered in your name. The RDW is responsible for checking this. If a survey shows that your license plate is not registered as insured by an insurer, you will be notified. 1st letter from the RDW Initially, you will receive a letter from the RDW stating that your license plate is not yet insured and that you must arrange this immediately. You will then be requested to contact us. We will then look into what went wrong. If an error has been made, we request that the insurer correct this, as they are the only ones who can ensure correct registration. A vehicle is registered based on the combination of the license plate and the reporting code of your vehicle. If this combination is incorrect, the vehicle cannot be registered and it will therefore appear as if you are uninsured. 2nd letter RDW After the first letter has been sent, you will be given some time to insure the vehicle or the company can still register the license plate with the RDW. If you do not respond to the first letter, you will receive the second letter from the RDW. In this letter, the RDW states that they would like to receive an article 34 declaration from you. If you did not have valid insurance on the reference date, the RDW can impose a fine. This usually amounts to € 380.00. However, if you did insure your vehicle on time, the insurance company must issue a so-called article 34 declaration. This declaration states that you were insured on the reference date in question. However, if you still have not insured your vehicle or have insured it too late, we cannot help you in all cases. Suspend license plate If a vehicle is not used on public roads for a longer period of time, the license plate can be suspended online at the RDW. During the suspension, the holder of the license plate is exempt from the liability insurance obligation, does not have to pay vehicle tax or have the vehicle inspected for the MOT. Suspension can be arranged completely online on the RDW website. The insurance can then also be terminated. The suspension period is valid for a maximum of one year. Six weeks before the end of this period, an extension can be requested. Otherwise, the license plate will automatically be administratively activated by the RDW. In that case, you must ensure that the insurance is also reactivated. This does not happen automatically. Article 34 Declaration An Article 34 WAM declaration that we request from your insurance company must meet a number of requirements. The paper declaration must meet the following legal requirements: the statement must be printed on official letterhead of the insurance company or authorized agent it must be an original statement (not a copy or fax) The digital statement must meet the following legal requirements: at the top of the statement it says: 'WAMPrintenArtikel34' The following components must be included on both (paper and digital) statements: the text 'declaration pursuant to article 34 of the WAM' the CRWAM code of the insurer or authorized agent the correct control date the correct license plate the policy number the text 'and that the CRWAM, where necessary, has been supplemented or corrected' an original signature (not a pre-printed signature or stamp impression) the date of issue of the declaration (in the case of a digital declaration, stated at the bottom right of the printout) Article 34 request statement If you want to request an article 34 declaration, we need a copy of the letter from the RDW. This letter contains the unique reference number that the insurance company must state on the article 34 declaration. I hope it is clear to you now.
