VVE Rules: Can I keep more than one pet?

Questioner

I bought an apartment and now a Vev is being set up The house rules, which still need to be voted on, state that two pets are allowed per apartment. I have 2 cats and 2 dogs and I absolutely do not get rid of anything. Is this allowed? They can't say you can only take 2 of your 4 children with you. We live in a free country but this is similar to the one child policy that was in effect in China at the time. The founding meeting will be held next Monday. How do I approach this?

In the house rules, one may regulate matters such as keeping animals, the method of cleaning, waste paper, etc. The house rules are established according to the voting ratio of each owner in the VVE. In the meeting in which the house rules are established, you have a right to vote. So you can vote against it. However, if the majority is in favour of the house rules, they will be adopted and you will have to adhere to them, whether you agree with them or not. If you do not adhere to the agreed rules, the VVE can address you on this. The question is of course whether it is reasonable to include a maximum of two animals per owner in the house rules. That depends on what is customary in comparable situations. With many housing associations or landlords, this is also laid down in the rental contract to prevent nuisance. It cannot be compared to a number of children per family. If you do not agree with the house rules once they have been adopted, you can start summary proceedings to ask the judge to make a decision on this and to adjust the house rules in her judgment.
