How are the conditions for a PGB from WMO?

I asked some help to the WMO to buy a tricycle because I have a disability and the tricycle for disabled are very expensive. The WMO accepted my request and will give me a PGB so I will receive some money from then but that does not cover the full price of the tricycle so I will have to complement with my own money which I am okey. I received a letter from the government stating some rules. They say in the letter that the contract last 6 years and if there's a termination or cancelation I will have to give the tricycle to them or pay them back so my questions would be:
- What happens if I need to cancel this contract? Let's say I move to another city or I am no longer in the Netherlands. Will I have to pay to them the money back? If I need to give the tricycle to them will they pay me the additional contribution I have made?
- What they consider as termination? Can the government simply decide to terminate this for some reason?
- Who the tricycle belongs to in this case? Is it my or is it consider a government property
- What happens at the end of 6 years?
I tried to contact WMO about this but they never reply and it is so difficult to get a clear picture of the rules. So far they don't want me sign any contract but I would like to understand the rules better before committing. Can you help?
